The atmosphere couldn't become oxygenated until the ocean became oxygenated.

Redbeds are formed by the interaction of oxygen-bearing groundwater and surface water, which can only exist when the atmosphere has free oxygen.

The ocean wasn't able to become oxygenated until it had removed all of the dissolved iron (iron can only be in solution under oxygen-free conditions, well, essentially so anyway in terms of earth surface processes). Those BIFs formed primaily from the reaction of oxygen with the dissolved iron; as soon as there was free oxygen in the water, it grabbed onto an iron and sank to the bottom.

Oxygen couldn't get out into the air until it was able to build up in the water, and that was only possible once essentially all that dissolved iron was scrubbed out.

1700 is smaller than 2200 and thus less old.
