Interested, . . . . not interested?

My friend Kat calls me and says we should go to dinner and a movie. I say
"okay, I'll call you around 7pm to get your adress so I can come pick you up."
So from 7pm to 8pm she never picks up her phone! I decide the date is cancelled because I can't get ahold of her. The next day she calls and apologizes saying some personal issues came up and she'd like to try again in the afternoon. So I tell her
"I get off work at 3pm and I'll call her at 6pm to get the directions to her house to come pick her up"
Again she never picks the phone up from 6pm till 9 o'clock!! Is she not interested?!! If not, why does she keep calling me and standing me up!?
