Economic way to make balcony safer?

I live on 2nd floor apartment that has very wide spaces between the bars of the wrought iron rod. I have a 14 month old that moves very quickly when I'm locking the door to leave or come home. I'm afraid one day she'll fall through the space in the bars. What can I do to cover up the rails? I'm on a budget so it needs to be something affordable. I need to cover a space of 7 ft on the entry way and 7 ft by 3 ft on my balcony as well. I'd like to get something that management won't complain about (we're not supposed to alter the look of the apartments) but if push comes to shove I'll use a good idea whether or not it can be seen from the street. Should be strong, safe, easy to find (maybe Home Depot?) and economical. Help please!

Try chicken wire pulled very tight. You can see it too much. And get someone to help you use tough wire at the bottom and top of the rails, so it is not noticed.
